- USAID Tanzania Monitoring, Evaluation and Adaptation Activity: Project Summary
The United States Agency for International Development Tanzania Monitoring, Evaluation, Learning, and Adaptation Activity (USAID T-MELA) is a USAID-funded project that started in January 2023 and will continue until January 2027. Its primary objective is to improve the monitoring, evaluation, and learning (MEL) capacities and interventions of USAID/Tanzania and its partners. There are four major components under the T-MELA contract: Performance monitoring and management, assessment and evaluation (A&E), collaboration, learning, and adaptation (CLA), and Capacity-building of local MEL and research organizations.
- Position description and Justification.
IBI is seeking a consultant to support T-MELA in completing capacity-building training for local university researchers from March to June 2024. This position is seeking candidates with Tanzanian citizenship. IBI is seeking the services of experienced senior capacity building and knowledge management experts to design and conduct hands-on training for researchers from Mzumbe University. The training will focus on producing policy briefs from already completed research works. Therefore, the consultant is expected to design and conduct the training and support the trainees in producing policy briefs for wide dissemination.
Objectives: This consultancy aims to provide hands-on capacity building to researchers from Mzumbe University in the mainland Tanzania to enable them to produce, package, and publish policy briefs derived from their research products effectively. The consultant will work closely with selected university researchers to enhance their skills in synthesizing research findings into concise, policy-relevant briefs suitable for dissemination to policymakers, donors, and other stakeholders and publish them in peerreviewed journals as might be appropriate.
Qualifications
- Advanced degree (PhD) in a relevant field such as public policy, international development, or a related discipline.
- Extensive experience in policy analysis, research communication, knowledge management and capacity building, particularly in a development context.
- Demonstrated expertise in producing and publishing policy briefs or similar knowledge products.
- Strong facilitation and training skills, with experience designing and delivering interactive and participatory learning sessions.
- Excellent communication and interpersonal skills, with the ability to work effectively with diverse stakeholders, including researchers, policymakers, and development practitioners.
- Fluency in English is required; proficiency in Swahili would be an advantage.

Payment for this position is negotiable based on experience
Location
This assignment will be conducted at a selected University’s main campus or region in Tanzania.
Supervision
The consultant will be supervised by the Senior Capacity Building Specialist and the Chief of the Party (COP).
