Chemonics International, a US-based international development consulting firm seeks a Finance Director for the anticipated USAID NextGen Ugavi Bora, Afya Bora (Better Supply, Better Health) activity to be based in Dar es Salaam, Tanzania. This activity aims to strengthen supply chain and pharmaceutical services to ensure sustainable access to and appropriate use of safe, effective, quality-assured, affordable health commodities and will work to develop the capacity of local systems, institutions, and individuals to sustainably manage supply chains, for both USAID-procured health commodities and those procured through national/local systems, and to strengthen local pharmaceutical management systems, including quality pharmaceutical services and national regulatory systems. The Finance Director will report to the Deputy Chief of Party – Finance and Operations and will be responsible for establishing and managing all project finance and accounting procedures in line with USAID rules and regulations.
Key responsibilities:
- Establish and maintain the activity’s budget, financial management and tracking systems to ensure strong financial accountability and compliance with USAID, Chemonics, and government of Tanzania financial and administrative requirements
- Supervise daily and routine financial, administrative, and operational tasks including monthly accounting cycle, payment of staff salaries, and bank statement monitoring and reconciliation
- Participate in work planning, and work closely with the technical team to prepare and monitor costed work plans
- Develop budgets for annual workplans, prepare financial reports, and supervise expenditures
- Develop internal control measures to ensure accurate and timely financial reporting
Required Qualifications
- Bachelor’s degree in finance, Business administration, Economics, Accounting, or a related field
- Minimum of 8 years’ experience in finance/accounting for international development programs, including at least 5 years of experience working on USAID projects
- Demonstrated experience supporting and working with activity technical staff to accurately account for expenditures
- Strong administrative and organizational skills; excellent communication and interpersonal skills
- Demonstrated leadership and management skills
- Proficiency in reading, and writing in English required, Swahili desirable
