    The Ministry of Community Development, Gender, Elderly and Children (MOCDGEC) was established in the financial year 2022/23 and is the Ministry responsible for the coordination of social protection. A Social Protection Technical Committee was established in 2020 which meets quarterly to review progress of the Implementation plan. The Social Protection Unit sits within the Division of Social Welfare, within the Department of Elders and Social Welfare. The Ministry implements one of two flagship social assistance programmes in Zanzibar, the Zanzibar Universal Pension Scheme (ZUPS), which targets all elders over the age of 70 and was initiated in 2016.

    The Second Vice President’s Office (2VPO) oversees the coordination of the Productive Social Safety Net programme which has been implemented since 2014. It is the largest social assistance programme in the United Republic of Tanzania, and which in 2021 reached 32,000 households in Zanzibar.

    Other non-contributory social protection programmes include:

    a cash transfer for vulnerable families, Familia Yenye Mazingira Magumu Zaidi, Mapacha Zaidi ya Watatu and Ukoma (Makundeni Village, Pemba), managed by the department of Social Welfare

    social care programmes (orphanages, elderly homes) run by MOCDGEC

    grants for assistive devices and other medical needs for people with disabilities are disbursed by the National Council for persons with disabilities (under the First Vice President’s Office)

    school-feeding, run by the Ministry of Education and local government authorities

    labour market programmes, run by the President’s Office – Labour, Economic Affairs, and Investment.

    How can you make a difference?

    The assignment is to review and update the Implementation Plan for the Zanzibar Social Protection Policy for period 2024-29 and conduct capacity building for the Social Protection Technical Committee.

    The assignment has the following specific objectives:

    Conduct a review of the implementation of the 2016-2022 Implementation Plan and propose recommendations to ensure the implementation plan is SMART and reflects both non-contributory and contributory social protection.

    Support the Social Protection Technical Committee and key stakeholders in different consultative meetings in Zanzibar during updating the 2024-29 Implementation Plan.

    PAYMENT SCHEDULE

    Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

    ASSESSMENT / SELECTION PROCESS AND METHODS

    The Financial Proposal should include all costs of this assignment including fee, travel costs, accommodation as UNICEF will not pay any DSA. The financial proposal should be in Tanzania shillings.

    Proposals will be both technically and financially evaluated. The technical part will carry a weight of 75%, in which the consultant will be evaluated in terms of their education level and work experience. The financial part will carry 25% showing the proposed budget breakdown of consultancy cost for each deliverable (fees, travels, and accommodation) and eventual total consultancy cost.

    LOCATION, DURATION & LOGISTIC
    The consultancy is home-based. The contract’s validity will be from February to June, during which time the consultant will be expected to work for 24 days.

    Minimum Qualifications required:

    At least 5 years’ professional experience in social protection, developing organization plans and strategies; evaluating and conducting studies.

    Advanced university degree (master’s or PhD) in a related subject area social science, social protection interdisciplinary studies.

    Experience in working with the government in developing countries, preferably Sub-Saharan Africa.

    Experience in developing operational plans for social protection policies, including costing, in developing countries, preferably in Sub-Saharan Africa.

    Overall understanding of social protection in developing countries (particularly Tanzania): key issues, strategies, policy formulation processes and programming.

    Understanding of broader national and sub-national planning and budgeting issues in developing countries.

    Strong conceptual, writing, and analytic skills.

    Experience of working within the framework of social protection programmes preferred.

    Knowledge/Expertise/Skills required:

    Extensive and demonstrated track record on the technical and operational design of social protection systems in Africa.

    Experience in working with the government in URT and developing countries, preferably Sub-Saharan Africa.

    Extensive and demonstrated track record on social protection capacity building and coordination.

    Experience with UN agencies, INGOS, local NGOs, private sector.

    Familiarity with the social protection landscape in Tanzania and East Africa.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

    The selected candidate is solely responsible for ensuring that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
