Purpose of the Job
- The Program Assistant – Aquaculture will support the implementation of the Women and Youth Economic Empowerment in Fisheries project across East Africa by assisting in the coordination of aquaculture activities.
- This role will involve working closely with program partners, community stakeholders, and beneficiaries to enhance the capacity of women and youth in aquaculture value chains.
Responsibilities
a) Management of Project Partners
i) Actively mobilize youth and women groups to engage in program activities.
ii) Actively support and strengthen linkages between off-takers, producers, transporters, border officials, local government officials, associates, and other relevant stakeholders in project implementation areas.
iii) Actively support consultants, cross-border traders, and off-takers to collaborate in harnessing opportunities in cross-border trade of fish.
iv) Support youth and women group champions, local leaders, government officials, and other relevant stakeholders to partner in project activities.
b) Project Planning
i) In liaison with the program team, develop detailed project activity work plans and activity budgets for approval.
ii) Provide technical assistance to consultants to plan for field work and training.
iii) Work with the program team to develop quarterly and annual project implementation plans.
c) Project Implementation
i) In collaboration with the project team, implement all activities in accordance with approved work plans.
ii) Conduct literature review, data collection, analysis, and collation for the project studies.
iii) Analyse data collected from project activity implementation and produce knowledge products and briefs.
iv) Implement project-planned activities and track progress against milestones and key performance indicators.
v) Conduct regular field/site visits to manage, guide, review, and evaluate project progress.
vi) Implement a system of compliance assessment to ensure adherence to KT and donor project standards and requirements.
vii) Build the capacity of champions, youth and women group leaders, and enumerators in fish post-harvest handling, safety standards, and value-addition processing.
d) Project Finance and Administration
i) Comply with project financial controls and all laid-out operational procedures.
ii) Ensure value for money principle is observed throughout project implementation.
e) Project Monitoring, Evaluation & Reporting
i) In collaboration with the Project Team Leader & M&E Lead, develop a precise project monitoring, evaluation, and learning (MEAL) plan.
ii) Implement the MEAL plan in liaison with the M&E Team.
iii) Manage and ensure accurate data capturing, analysis, and reporting about project activities in accordance with donor requirements.
iv) Prepare and review quarterly progress reports.
v) In liaison with the M&E team, ensure accurate updated support documents of project activity implementation are uploaded in the M&E portal every month.
vi) Support the Team Leader in consolidating findings and timely preparation of reports on project activities to project funders.
f) Information and Communication
i) Work closely with the Team Leader to ensure effective and unified communication to the project stakeholders and partners.
ii) Prepare documentation of best practices including writing/editing articles, press releases, lessons learnt, and other project materials for publication.
iii) Analyse data collected from project activity implementation and produce knowledge articles, blogs, short videos, etc.
Expected Outputs
i) Work plans and budgets developed and effectively used in program implementation.
ii) Project study reports published.
iii) Regularly updated database(s) of project participants in place.
iv) Updated support evidence of project activity implementation regularly uploaded in M&E portal.
v) Knowledge materials in various forms published, e.g., manuals, policy briefs, articles, blogs, social media posts, short videos, documentaries, etc.
vi) Donor-approved quarterly progress reports.
vii) Project activity field monitoring reports.
Educational Qualifications and Experience Required
a) Master’s degree in any field of Natural Resource Economics & Management, Environmental Economics & Management, Rural Development, or Natural Sciences majoring in Aquaculture with a strong understanding of Cross Border Trade Dynamics and Economics.
b) Professional training in Aquaculture, Women & Gender Studies, Youth Empowerment, or any of the above fields will be an added advantage.
c) A minimum of 5 years of progressive engagement in project management, especially in youth and women empowerment initiatives in East Africa.
d) Demonstrated experience in the aquaculture sector, cross-border trade, and entrepreneurship is a huge added advantage.
e) The ability to speak and communicate well in any of the local languages of Tanzanian fishing communities and Kiswahili is an added advantage.
