Duties
The incumbent is responsible for a wide range of scientific activities that require subject matter expertise and high-level technical skills in a multitude of scientific investigation areas including implementation science, surveillance, research, monitoring, and evaluation. Under the direct supervision of the Epidemiology and Surveillance Team Lead in CDC Tanzania, this position plays a pivotal role in shaping CDC Tanzania’s science agenda, which includes the conceptualization, planning, and design of well-planed studies, investigations, evaluations, and assessments; management of large and complex data systems including survey datasets and patient databases/registries; analysis and interpretation of quantitative and qualitative data; and innovative visualization and dissemination of data for public health action in the HIV and HIV/TB response in Tanzania. The incumbent will provide technical and scientific oversight to an assigned number of CDC staff (approx. 20) and CDC implementing partners (at least 5 partner organization). The incumbent will continually review CDC-funded protocols and scientific products, provide technical assistance to internal and external stakeholders, perform preliminary analysis, use epidemiological skills to evaluate scientific products, write scientific information products (e.g., manuscripts, reports, and abstracts) and use strong oral and written communication skills, and serve as Acting Branch Chief for Science and Surveillance in the absence of the Branch Chief. On a day-to-day basis, the position will have responsibilities for developing and maintaining information systems for implementation science, surveillance, research, and evaluation projects within CDC Tanzania in close collaboration with diverse stakeholders including PEFPAR Tanzania, Government of Tanzania, and implementing partners. Beyond technical and scientific oversight of staff and projects, the incumbent will be tasked with strategic planning efforts to identify areas of need related to CDC’s scientific agenda and to help bridge the gap between research and public health practice. These roles will also involve recurring engagements in overseeing, developing and revising budgets for scientific activities across CDC Tanzania Branches and PEPFAR/USG agencies.

Qualifications and Evaluations
- Requirements:
- EXPERIENCE:
At least five (5) years of experience in the development and implementation of large-scale implementation science projects, health research and program evaluations in resource limited settings is required.
JOB KNOWLEDGE:
Job holder is required to have detailed working knowledge of research methods and the collection, analysis and presentation of public health/epidemiologic data to plan, design, conduct and strengthen procedures implementation science, epidemiological surveillance, research, and evaluation. This includes knowledge of the principles, ethics, theories and practices of USG and internationally recognized standards for implementation science, epidemiologic surveillance, research, and evaluation including ethical issues related to collecting data from human subjects. Expert level knowledge required in advanced statistical methods such as multiple linear regression modeling, binary logistic regression modeling, mixed-effects regression modeling, time-series modeling, survival analysis, difference-in-differences analysis. Expert level knowledge required in cross-sectional and longitudinal study/evaluation designs; observational and experimental/quasi-experimental (e.g., A/B testing) study/evaluation designs. Good working knowledge of Tanzania’s health care system and structures including familiarity with Ministry of Health policies, program priorities and regulations including scientific issues relating to infectious diseases or health systems strengthening is required. Good knowledge of principles governing scientific integrity and research ethics, especially in the context of vulnerable population and collection of sensitive data at the individual level. Good knowledge of pedagogical principles for effective and efficient training approaches and capacity building among multidisciplinary staff.
- Education Requirements:
- Doctoral level qualification (PhD or DrPH) from an accredited university in public health, epidemiology or biostatistics is required. Or MD with Master of Public Health (MPH) or Master of Science (MSc) in public health, epidemiology or biostatistics is required.
- Evaluations:
- LANGUAGE: Level IV (fluency – speaking/reading/writing, including medical terminology) of English language is required. Level IV (fluency – speaking/reading/writing, including medical terminology) of Kiswahili language is required. This may be tested.
SKILLS AND ABILITIES:
Advanced skills required in designing studies/evaluations, complex data analysis, data visualization, data interpretation, and mixed-method data analysis. Ability to synthesize and triangulate different sources of data and information is required. Strong analytical skills to readily understand and discuss new program design and implementation approaches are required. This includes the development of mixed methods evaluation designs, use of reliable and valid instruments, and methods for data collection, analysis and reporting/dissemination. Excellent oral and written communication skills are required to develop and maintain effective, sustainable working relationships with national and international working partners and to prepare substantive scientific information products including peer-reviewed manuscripts targeting scholarly journals, conference abstracts, and scientific reports from projects. Demonstrated ability to lead scientific publications and serve as a senior author in mentoring other junior or mid-level technical staff. Well-developed skills of facilitation and presentation and teaching skills are essential. Advanced skills required in the use of at least one of the more common statistical analysis software (e.g., Stata, R, SAS, SPSS). Ability to train and mentor junior and mid-level staff in statistical analysis using survey data and routine program data.
